Occasionally when you click a link or browser shortcut to cicero.umaryland.edu, you are presented with a "Page Cannot Be Displayed" error screen. This occurs because you closed your previous browser session while CICERO was still logged in. If you do receive the "Page Cannot Be Displayed" error, click the Refresh button on your browser, or mouse click the page and press F5 on your keyboard. In response to your feedback about BRAAN and its limitations, we are bringing you a new electronic protocol management system called CICERO. This system was selected after extensive evaluation of 8 systems by key individuals and groups in the UMB research organization. It is the best product currently on the market and is in use by a variety of organizations. The new system is quite different from BRAAN. While the technology of CICERO is universal, it is being developed internally to meet the specific needs of the UMB research community. The system is flexible and can be modified and expanded as needs change.
A series of videos have been produced to assist in the CICERO submission process.
If you are requesting Principal Investigator (PI) or Researcher roles for Human Research, you are REQUIRED to watch the 10-minute video that outlines some of the basics of the CICERO system, and highlights many of the new features you will experience.
We have created a list of Frequently Asked Questions regarding the CICERO system. You can find these FAQs by clicking the Help/FAQ button in the upper left hand corner when you are logged into CICERO.
We encourage you to use the FAQ option in CICERO to submit your CICERO questions/issues. Someone will respond to these issues promptly.
The CICERO application has 2 risk level designations: Minimal Risk & Greater Than Minimal Risk
If your BRAAN application was previously designated Low, Moderate or High risk then please select “Greater Than Minimal Risk” as the risk designation in your CICERO application.
The Human Research Submission application in CICERO contains a pathway designated “Unsure if this proposal requires IRB review” for evaluating potential Non Human Subject Research proposals.
If you are uncertain if your project would require IRB review, please select this submission type and answer the corresponding questions. CICERO will indicate if you need to submit your application to the IRB based upon your answers to the regulatory questions.
If IRB review is not required your information will be confirmed by a member of the HRPO and a letter generated confirming this determination for your records.
If Administrative Modifications for a CICERO application are returned to by the HRPO staff or Department Reviewer you have 90 days to address and return the application.
If you do not return the Administrative Modifications within 90 days CICERO will automatically withdraw the respective submission and a new submission will be required.
If you need a CICERO account, go to https://cicero.umaryland.edu and click the Create Logon Account link.

As of November 30, 2009, BRAAN PROTOCOLS are available in READ ONLY mode.
You can no longer submit any transactions in BRAAN. All protocol activity must now be submitted through CICERO.
